Europa’s virtuele ijzeren gordijn

We hebben het hier op deze website al verschillende keren over Indect gehad. Recent nog naar aanleiding van de wereldwijde actiedag die door Anonymous werd georganiseerd. Maar als het over dit soort Europese projecten gaat, dan is Indect slechts het spreekwoordelijke topje van de ijsberg.

Het veiligheidsluik van FP7, het onderzoeks- en ontwikkelingsprogramma van de Europese Commissie, financiert niet minder dan 194 projecten. Die kunnen weliswaar variëren van inhoud, maar verschillende van die projecten kunnen makkelijk naast Indect staan. Zeker wanneer het gaat over het veralgemenen, banaliseren en systematiseren van surveillance technologieën. Opvallende rode draad in de omschrijving van die projecten is bovendien de “détection préventive” van “verdacht gedrag“. Wat dat ook mag wezen. Andere vaststelling: technologieën en systemen die oorspronkelijk ontworpen waren om de grenzen van Europa en de Schengen-zone te “beveiligen” en sans papiers op te sporen, kunnen mits enige aanpassing even goed ingezet worden om elke burger te surveilleren en te controleren.

Hieronder vind je een kleine bloemlezing van projecten die, zoals Indect, gefinancierd worden door de Europese Commissie, dus met ons belastinggeld:

  • ADABTS : Automatic Detection of Abnormal Behaviour and Threats in crowded Spaces. “Algorithms will be developed that detect pre-defined threat behaviours and deviations from normal behaviour. For accurate and robust detection, data from audio and video sensors will be combined with context information.

  • ADVISE : Advanced Video Surveillance archives search Engine for security applications. “Aims to design and develop a unification framework for surveillance-footage archive systems, in an effort to deal with the increasingly critical need to provide automated and smart surveillance solutions.”
    Prijskaartje: 4,2 miljoen euro.
  • ARENA : Architecture for the Recognition of thrEats to mobile assets using Networks of multiple Affordable sensors. “A flexible surveillance system for detection and recognition of threats towards deployment on mobile critical assets/platforms such as trucks, trains, vessels, and oil rigs.”
    Prijskaartje: 4,8 miljoen euro.
  • CAPER : Collaborative information, Acquisition, Processing, Exploitation and Reporting for the prevention of organised crime. “The objective is to build a common collaborative and information sharing platform for the detection and prevention of organised crime in which the Internet is used and which exploits Open Source Intelligence, the Social or Semantic Internet.”
    Prijskaartje: 7,1 miljoen euro.
  • EFFISEC : Efficient integrated security checkpoints. “Deliver to border authorities more efficient technological equipment: providing higher security level of identity and luggage control of pedestrians and passengers inside vehicles, at land and maritime checkpoints.”
    Prijskaartje: 16 miljoen euro.
  • OPARUS : Open Architecture for UAV-based Surveillance System. “An open architecture for the operation of unmanned air-to-ground wide area land and sea border surveillance platforms in Europe, based on analysis of concepts and scenarios for UAV-based aerial surveillance of European borders.”
    Prijskaartje: 1,4 miljoen euro.
  • MOSAIC : Multi-Modal Situation Assessment & Analytics Platform. “Decision support for automated detection, recognition, geo-location and mapping, including intelligent decision support at various levels to enhance situation awareness, surveillance targeting and camera handover.”
    Prijskaartje: 3 miljoen euro.
  • SAMURAI : Suspicious and abnormal behaviour monitoring using a network of cameras & sensors for situation awareness enhancement. “The aim is to develop and integrate an innovative intelligent surveillance system for robust monitoring of both inside and surrounding areas of a critical public infrastructure site.”
    Prijskaartje: 3,7 miljoen euro.
  • SNIFFER : A bio-mimicry enabled artificial sniffer. “The capture and analysis of odours offers significant potential for border security applications related to the detection and analysis of persons, illegal substances and in particular explosives.”
    Prijskaartje: 4,8 miljoen euro.
  • SUBITO : Surveillance of unattended baggage and the identification and tracking of the owner. “Focus on the automated real time detection of abandoned luggage or goods and the fast identification of the individual who left them and their subsequent path.”
    Prijskaartje: 3,9 miljoen euro.
  • TASS : Total Airport Security System. “Aimed at creating an entire airport security monitoring solution providing real-time accurate situational awareness to airport authorities.The TASS concept is based on integrating different types of selected real time sensors & sub-systems for data collection in a variety of modes.”
    Prijskaartje: 15 miljoen euro.

Het lijstje is zeker niet volledig (geen Clean IT bijvoorbeeld), maar het geeft wel een beeld van de neocon richting die ook in de Europese Unie een belangrijke rol speelt. Neocons die dromen van een Europees virtueel ijzeren gordijn. Die tendens naar meer controle en surveillance werd een tijdje geleden op indrukwekkende wijze uit de doeken gedaan door Statewatch. Hun rapport NeoConOpticon is nog steeds een aanrader. Net als EU Surveillance, het rapport dat recent werd uitgebracht door Edri, de federatie van Europese ngo’s die onze rechten, onze vrijheden en onze privacy verdedigen. Aan het rijtje hierboven valt duidelijk af te lezen dat dit meer dan nodig is en blijft.
